UW Tacoma Finance and Administration has an outstanding opportunity for an ASSOCIATE VICE CHANCELLOR FOR ORGANIZATIONAL EFFECTIVENESS AND DEVELOPMENT.

The Associate Vice Chancellor (AVC) for Organizational Effectiveness and Development provides leadership in advancing the University of Washington Tacoma’s strategic plan and improving organizational performance. The AVC designs and manages strategies for organizational and workforce development while advancing a campus culture that emphasizes high performance, and is responsible for development and provision of executive leader mentorship and coaching.

The AVC is also responsible for oversight of all staff human resources functions and services for the campus, including recruitment and hiring, classification and compensation, employee and labor relations, ethics and compliance, performance management, leave management, organizational development, training, etc.

Specific responsibilities:

The AVC oversees and manages the work of reporting staff and encourages their ongoing development; develops and manages a budget, ensuring fiscal compliance and internal controls; leads the development of department goals, objectives and systems; establishes measurements that support the accomplishment of strategic goals; and develops and administers programs to align staff with university goals and objectives.

Workforce Development
The AVC will provide leadership in developing the vision for UWT’s future and the pathways for learning and mentorship that will be needed to get to this as yet undefined place. Working with campus leadership, the AVC will lead the planning, design and implementation of programs and services that promote staff development in areas specifically designed to support UWT’s growth trajectory and future programmatic vision, so members of our workforce have the skills and engagement needed to help shape and support the future UWT.
The AVC will lead the creation of new systems and policies that aggressively identify, recruit, promote and retain the best talent to fit the needs of UWT in a world that demands new approaches to all major processes: partnership and teaming with other leadership positions with a focus on aggressive, proactive talent development is essential. These practices will be created in concert with the four UWT stated core values: Excellence, Community, Diversity and Innovation.

The AVC is responsible for a training and development program that addresses training needs, including new employee orientation and onboarding, management development, and measurement of training impact, creation of a system of professional development for all staff, and implementation of a performance management system, including recognition.

Organization Development
The AVC will be responsible for change leadership and management for the campus, as both a thought/vision leader and a leader in implementing new approaches. The AVC will assess business processes, culture, people, tools, and systems by exploring, diagnosing, and creating solutions that factor in complex environments, cultural barriers and supports, and whole system considerations.
The AVC monitors the campus culture so that it supports the attainment of the university’s goals and promotes employee satisfaction. Additionally, the AVC will lead a process of organization development that plans, communicates, and integrates the results of strategic planning throughout the organization.
The AVC will promote a culture of high performance and continuous improvement and work with campus leaders to look across their organizations and provide input and recommendations regarding opportunities to establish or revise organizational structures to support efficiency and effectiveness. The AVC will lead or mentor the establishment, documentation and standardization of cross-departmental processes and those internal to units using a variety of technologies, including Lean.


Executive Leader Mentorship/Coaching
The AVC is responsible for developing new and extraordinary expectations for leadership and management for both academic and staff leaders, requiring ongoing education, mentorship and support for these leaders. The AVC consults with, advises, and offers coaching, training, tools and resources to campus leaders in order to achieve defined goals and improve effectiveness.


Human Resources Oversight
The AVC is responsible for oversight of all campus HR functions and services, including: Selection and Hiring, Classification and Compensation, Employee and Labor Relations, Leave Administration, Ethics and Compliance, Benefits, etc. The AVC will establish measurements for UWT HR, connecting with the truly innovative best practices of HR nationwide that are relevant to UWT’s position, mission and aspirations. The AVC is ultimately responsible for working with UW’s HR policies and staff to achieve the human resource goals of UWT.


Academic Human Resources Support and Mentoring
The AVC will ensure provision of appropriate support and mentorship for UWT academic human resources by including AHR in appropriate workgroup activities, providing cross-training opportunities and backup coverage as needed, and identifying and supporting professional development opportunities. The AVC will support the VC Academic Affairs and AHR staff in working with UW wide policies and fitting them to UWT needs.


The AVC will provide leadership to the Director of Academic HR, by including the Director in workgroup activities, providing cross-training and backup coverage, and supporting professional development. The AVC currently has full supervisory responsibility for three human resources professional staff positions, with expectations for further growth.

Requirements:
Master’s Degree in Industrial Psychology, Organization Development or a related field.
• 10+ years of progressive leadership experience in Organization and Workforce Development within a complex environment, to include executive-level coaching and mentoring.
• Knowledge and demonstrated application of organization effectiveness principles, management and leadership development principles, organizational change management, cultural assessments, organizational design, team effectiveness, assessment methodologies and tools, coaching and consulting, OD principles, and metrics and analysis.
• Knowledge of and experience with strategic planning and process improvement.
• Knowledge of nationwide, innovative best practices in OE/OD and HR
• Familiarity with competency models and career development framework development
• Demonstrated experience leading with diplomacy, agility, transparency, cultural competency, and discernment
• Excellent oral and written communication skills and interpersonal and coaching skills. Demonstrated ability to establish and maintain effective working relationships at all levels.
• Demonstrated ability to lead and develop staff members. Well-developed team building experience and experience managing people, providing feedback, reviewing performance, and mentoring others actively.
• Demonstrated ability to serve as a successful participant on the management team that provides campus leadership and direction.
• Knowledge of employment law, compensation, employee and labor relations, and experience with HR programs and services.
• Evidence of the practice of a high level of confidentiality.
• Demonstrated problem solving and conflict resolution skills. Ability to handle complex and sometimes highly charged situations and problems.
• Demonstrated critical thinking with the ability to solve problems by gathering data, reasoning logically, and drawing valid conclusions. Excellent organizational skills.
• Excellent computer skills in a Microsoft Windows environment.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

Desired:
• Experience within Higher Education, to include experience with Academic HR.

Condition of Employment:
Position may require evening and weekend work to accomplish goals and meet campus needs.
